I have seen this type of stuff over my career on and off for many years and absolutely hate it.  My agency does not and has not set ticket performance guidelines since my current Chief took over in 1992.  There are many reasons not too, first law enforcements primary goal is not to generate revenue for the County, City, or State, second when this type of stuff hits the field it takes away an officer's ability to use good judgement and they just write eveyone they stop for violations to hit some magical target.

One of the things I see nationally is having far too many clicket or ticket campaigns and the program has lost it's real reason for enforcement which is a balance of public information/education and enforcement of serious infractions.  Most agencies have either a written or nonwritten threshold for a speed stop. In our department we allow a common courtesy of 11mph over before the a stop is made unless there are other factors.  Hard copies generally go to 15+ over.  We write more warnings than hard copies and the agency does not allow officers to work radar on Sundays during hours people are going to and from church.

Each department is different based on the management of the particular department and community they serve.  Troopers usually have the lowest threshold for stops as traffic is their primary focus. You should note that each officer has his/her own discretion to give a break on any type of call for service.

I hope this helps those members reading to remember that while this stuff happens, in a well run department we Commanders are looking for a balance of answering calls, serving warrants, proactive patrol, officer initiated contacts just speaking with our citizens, and traffic enforcement with both warnings and hard copies with officer discretion.

I think Randy would love to come down and go on a ride along but he doesn't enjoy flying in a plane so he probably would have to drive there. I have been trying to get him to come to Minnesota for 3 years now so he can go flying in a 1966 Cherokee 180 and I also want to show him around the warehouses. He did tell me about the coffee mug and YES  he does secrectly use it.

Just curious to what is the best thing to say to a Police officer when getting pulled over for speeding? I always say "Hello" then I have my license ready and say "I'm sorry I was speeding a little bit I was thinking about how much fun my 6 year old daughter had at her birthday party" ...........

I agree that troopers and officers should not conduct themselves in this manner, I spent 35 years on the job before I retired and have to say anyone who has the time to turn the job into a game has no respect for the uniform. We had fun on the job but never at the expence of the public, if you have to issue a ticket just do it as part of the job not a contest.

My area has rumors of quota systems all around (and supposidly there was a party at the bowling alley once for the heck of it, but rumors also said that it was really for the number of tickets handed out), but I do know that the police in particular areas around here are always monitoring the high school and popular areas where 'hot-shot teens' might be joyriding in their dad's car or their new birthday present. I had a customer at work who was an on duty officer who said, "Just remember, your young and you have a Mustang; don't be surprised if officers try to provoke you into doing something dumb". I'm always careful :o
So hopefully I'll never get :busted:

I don't think any other PD has a bigger quota then NYPD !!! They are in the paper and on the news with cops blowing the whistle to the point of harassment. At one point they would have a SGT sit in your patrol car and point out a car to summons. As us cops no sitting in the back seat of a caged car can hurt. A couple of Sgts had a grill face on a couple of car stops :hysterical: I was the summons officer for 2yrs and the numbers tripled. I bailed on that gig and prior my gig for a year was writing parkers the deal was a was 400 parkers a month and it didn't matter the violation. So, I wrote equipment or double parking but the faster the mark was hit the rest of the month was mine. I can do 100 tags a day with weekends off and any day needed.
I never hurt a store owner or working man. Before retiring I had to be restrained a couple of times do to the new robot cops that write there own mother. If you didn't have a arrest for the month they would go out to find one for you. I would be proud of my kid if I spent a ton of money for college. Then he becomes a NYC cop just to write tickets all day !!! Its all about the money
Lets not leave out the quota's on crime reports the command with the lower numbers get the perks. Cops would get called down the IAB and what to know why you changed your report from a grand  larceny to a petit larceny. The cop is clueless he hand in the report marked grand larcency but he didn't know that the sgt changed the report. They would lower the amount of stolen value just under 999.00 then leave the cop hanging. I had my truck broken into and my GPS stolen and 2 days after filing a report a SGT calls my home and tells me you sure that item is really worth over a thousand. I told idiot your talking to a cop so go fudge your numbers moron !! Thats how bad they are and glad tobe out of that crap.

When I headed over to Pensacola from Tallahassee for the MCA Show last on the 22nd. (Thursday), I-10 was loaded down with Troopers & DOT Officers pulling People over.  Floridas, DOT Officers were recently put under the Highway Patrol so now they are pulling over Cars to.  On the way back to Tallahassee on Sunday, I did not see a single one.

I thing that still sticks in my brain was how a CT trooper pulls people over.  I was driving on  I-84 and see this trooper and he points at me and another car. The other car pulls over and I'm saying what hell is he doing and I decided to pull over. Then backed up to where he was he comes up to my passenger side door. I hand him my PD ID and say is that how you guys do it in CT. I said if that was done in NYC the motorist would laugh at you.
I actually applied to become a CT trooper and passed all the written and physical testing. Along with 19 other cops and the big pulls all 19 to the side. He tells they don't hire tainted cops and NYPD is first to go

GG and Nordic you guys are both cracking me up! I have the mug and I have the pop rivets on my hood!

As far as the ride along, that is very generous and I am sure it would be an eye opening experience however, I am exactly what I said I would be in the 5th grade. Pretty funny a teacher gave us a little booklet to fill out. My mother found it when I was about 37, the only thing I did not predict right was that I would own a Corvette....LOL

I guess we are all confused as kids!    But that Black 66 vert with a 327/4sp might work....

I will say that I am grateful for the Shelby folks I have met through TS no matter what the occupation, And yes airplanes still freak me out!  :hysterical:

I don't agree with a quota if the intent is to drive revenue, but if its to keep lazy cops from ignoring blatant and dangerous violations I'm ok with it even though it's a band-aid on a bigger issue. Bottom line; the best way to avoid being caught in a quota is drive the speed limit; if not for any other reasons than to not waste fuel and lining the pockets of the Middle East.

I'm dumbfounded when I hear someone gripe about receiving a ticket of any kind when they have broken the law. My wife learned the hard way about my view of this when she came looking for sympathy after recieving a ticket for 58 in a 40.

I know we are talking State Troopers here but nothing chaps my hide more than watching some bozo zip thru a school zone or a neighboorhood with no regard for the posted limits.

I'm dumbfounded when I hear someone gripe about receiving a ticket of any kind when they have broken the law. My wife learned the hard way about my view of this when she came looking for sympathy after recieving a ticket for 58 in a 40.

I know we are talking State Troopers here but nothing chaps my hide more than watching some bozo zip thru a school zone or a neighboorhood with no regard for the posted limits.

Maybe you should sell your SGT and buy this to save some fuel...

Most speeders are women !! I love when they are putting makeup on and doing 80mph. I love pulling them over they get flirty so either I tell them I'm gay or married.  Even love when they do the fake crying its too funny!!

I said 'waste' not 'save'. There is a BIG difference between the two. Tearing it up a track will never be considered a waste of fuel in my book, but on Main Street, USA......
