I'm trying to get the facts. Were 68 blocks stamped with VINs, in other words were they true matching numbers or just "date code correct". Thanks in advance for your reponses.

In the case of a VIN stamp on the block, no. The pad on the block by the #8 cylinder usually got stamped with the assembly date in the format of year/month/day such as 8A16 for Jan 16,1968. The VINs were stamped on the rear of the cylinder heads although some of the 500s (mostly Jan/Feb cars got stamped on the rear of the aluminum intake. This was the same stamp used on the top of the C6 trans. Were all cars stamped? I would answer no especially Nov-Jan cars but they are not common. I even know of a pre strike Sept 67 build car that has the VINs stamped.

Thanks for your quick reponse, interestingly enough, the one I'm looking at was built in Dec and does not have a stamp on the heads or intake.

Possible heads have been changed or its one of the ones that slipped by. You can see if the heads are consistent with the cars build. Casting # should be on outside of head between center two plugs (C8AE H) and if you popped off valve cover the date code should be in the same location as casting #, just inside the valve cover. Typically you would be 2-4 weeks prior to build date for a Dec car. Here's a Jan head VIN,

Mustangtek has on their website "C8AE-H" is the correct cylinder head casting for this car. But is that true if the 68 wasa ctually built in 67?

Ok, so can a 68 GT 500 have heads casted C7AE with a build date of 7L7 and still be correct for that car?

I'm going to say no. I bet the heads have a much earlier casting date than that.
